Do roofers need a license in Texas?
We found no Texas state license for roofers or roofing contractors. Roofing is not on TDLR's list of regulated industries. (source: Texas Department of Licensing and Regulation)
The Roofing Contractors Association of Texas (RCAT) runs a Licensed Roofing Contractor program. RCAT says that "license" is provided and fully managed by the association as voluntary self-regulation, and that TDLR does not license roofing contractors. It is a voluntary credential, not a state license. (source: Roofing Contractors Association of Texas)
What Texas law does say
- Texas does not allow a roofer or contractor to act as a public insurance adjuster on a claim if they are also doing the work, or to advertise that they would (Insurance Code 4102.163).
- Examples of improper conduct include offering to negotiate a claim settlement or file a claim for you, or promising to recover "every dime you are owed."
- It is illegal in Texas for a contractor to offer to waive, rebate or absorb your deductible.

City registration
- Fort Worth requires building contractors to register, at $168.75 per year. Owners working on a single-family home they own and live in are exempt.

- Plano says contractors must be registered with the city before doing any work (2016 guide).

- San Antonio says registered home improvement contractors can pull a re-roof permit with no pitch change, and registered residential building contractors can pull one with a pitch change.
